Ceuta: Documents show Spanish intelligence warned of crisis

Spain declassified documents that showed warnings issued a day before more than 70,000 migrants rushed the Ceuta border fence. Meanwhile, the EU announced funds to strengthen the border and return migrants to Morocco.
