Thousands of US cities and towns have installed surveillance tools made by Flock Safety, a fast-growing Atlanta startup. The connected devices, such as sensors and automated license plate readers, have allowed law-enforcement agencies to map vehicles’ travel over long distances, which, they say, bolsters their ability to fight crime. But critics contend the network of cameras amounts to mass surveillance.
